The Council submits the following Grace to the Regent House. This Grace, unless it is withdrawn or a ballot is requested in accordance with the regulations for Graces of the Regent House (Statutes and Ordinances, p. 111), will be deemed to have been approved at 4 p.m. on Friday, 5 December 2025. Further information on requests for a ballot or the amendment of Graces is available to members of the Regent House on the Regent House Petitions site.§
1. That an Elisabeth Chenevix Trench Professor of Cognitive Neurology Fund be established in the University, to be governed by the following regulations:1
1. The funds received from Cambridge in America following a donation from Charles Butt Philanthropies, together with such other sums as may be received or applied for the same purpose, shall form an endowment fund called the Elisabeth Chenevix Trench Professor of Cognitive Neurology Fund, to advance research in the field of clinical neurosciences by supporting a Clinical Professorship of Cognitive Neurology at the School of Clinical Medicine.
2. The Managers shall be responsible for the administration of the Fund and the application of its income and shall comprise the Head of the School of Clinical Medicine, who shall be the Chair, the Head of the Department of Clinical Neurosciences, and one member of the Faculty of Medicine appointed by the Council of the School of Clinical Medicine for such period as the Council shall determine.
3. The Fund shall comprise a permanent endowment element (referred to in these regulations as the Endowed Fund) and an expendable endowment element which may be applied in furtherance of the purpose of the Elisabeth Chenevix Trench Professor of Cognitive Neurology Fund as set out in Regulation 1 (referred to in these regulations as the Operating Amount).
4. Subject to Regulation 5, the Fund will be an endowment fund, invested and reinvested in a manner that the University in its sole discretion deems advisable (save for amounts immediately set aside for operating expenses).
5. Subject to Regulation 6, the following may be applied towards the stipend, national insurance, pension contributions, and associated indirect costs of the Elisabeth Chenevix Trench Professorship payable by the University:
(a)the income and such part of the capital of the Operating Amount as the University may determine from time to time;
(b)the income generated by the Endowed Fund; and
(c)such part of the capital of the Endowed Fund as is permitted under any relevant distribution policy applicable to the Endowed Fund (provided that for the purposes of calculating this amount the Operating Amount will not be taken into account).
6. Any unexpended income in any financial year, including income accrued during a vacancy in the Professorship, may, at the discretion of the Managers:
(a)be applied to support the work of the Professor; and/or
(b)be carried forward for use as income in accordance with Regulation 5 in any one or more subsequent financial years.
