University Composition Fees

In the following Notice, the Council proposes amendments to the fees for certain categories of students as set out in the Schedule below, for approval by Grace in accordance with Regulation 10 of the Ordinance for University Composition Fees (Statutes and Ordinances, p. 156, as amended by Grace 1 of 5 November 2025).

A. Home undergraduate regulated fees in 2026–27

Home undergraduate and P.G.C.E. students subject to the regulated maximum fee

1. In November 2025, the government announced the changes for the maximum tuition fees for students subject to the regulated fee for the 2026–27 and 2027–28 academic years.1 These fees will be increased by 2.71% and then by 2.68% respectively for students starting or continuing their courses and thus are set at the level of £9,790 in 2026–27 and £10,050 in 2027–28.

2. The Council therefore proposes that Home students admitted on or after 1 September 2017 will be liable for a fee of £9,790 in 2026–27 and £10,050 in 2027–28, as specified in Table 1 in the Schedule.

3. Fees for Home students studying for the Postgraduate Certificate in Education (P.G.C.E.) are also regulated by the government and are specified in Table 2.

B. Home equivalent and lower qualification (ELQ) exemptions

Fees for ELQ exempt students in 2026–27

4. Students aiming for equivalent or lower qualification (ELQ) on courses in Medical or Veterinary Sciences leading to the B.A. Degree, as defined in the Regulations, to the M.B. or B.Chir. Degrees, the Vet.M.B. Degree, on courses in Architecture, or the Postgraduate Certificate in Education, are exempt from the ELQ policy and pay the regulated fees set out in Tables 1 and 2.

5. The introduction of the Lifelong Loan Entitlement (LLE) in 2027–28 will remove the equal or lower qualification (ELQ) restriction altogether, so no ELQ fee rates or exceptions from them will need to be set from that academic year onwards.

The Council is accordingly submitting Graces to the Regent House for the approval of the fees for 2026–27 and 2027–28 respectively as set out in the Schedule attached to this Notice. These Graces are being submitted for approval at a Congregation on 12 December (Graces 1 and 2 to be submitted on 12 December, p. 152), so that the fees for both years can be confirmed in offer letters to undergraduate applicants.2
