The Vice-Chancellor invites members of the Regent House, University and College employees, registered students and others qualified under the regulations for Discussions (Statutes and Ordinances, p. 111) to attend a Discussion on Tuesday, 20 January 2026. Following a request from the Chair of the Board of Scrutiny the Council has arranged for the Discussion to take place in person at 2 p.m. in the Senate-House.
The following items will be discussed:
1.Report of the Council on changes to Statutes G II and G III concerning College contributions, the Colleges Fund and College accounts (Reporter, 6808, 2025–26, p. 169).
2.Report of the Council on the statutory exclusion of the Commissary’s jurisdiction in relation to staff disputes (Reporter, 6808, 2025–26, p. 175).
3.Annual Report of the Council for the academic year 2024–25 (Reporter, 6808, 2025–26, p. 176).
4.Annual Report of the General Board to the Council for the academic year 2024–25 (Reporter, 6808, 2025–26, p. 183).
Attendees should aim to be seated in the Senate‑House by 1.55 p.m. with the Discussion starting promptly at 2 p.m. Matriculated members of the University are requested to wear gowns; a small number of gowns are kept on site and may be borrowed on arrival.

The following Notice is published to advise the University of works which are not considered to be a ‘substantial alteration’ within the meaning of Statute F II 3 and therefore do not require a Report but are nevertheless of interest or consequence to members of the Regent House.
A Report recommending the disposal of the freehold of the Mill Lane North site to King’s College was published on 30 April 2025.1 The recommendations of that Report were approved by Grace 2 of 29 May 2025.2 The Report noted that the usual procedures will be followed for determining whether to notify, or seek approval from, the Regent House regarding any building works required as part of the programme to relocate current occupants of the Mill Lane North site by the end of July 2027.
The Mill Lane North Programme Board has endorsed a proposal to relocate the Offices of the Schools of Arts and Humanities and the Humanities and Social Sciences from 17 Mill Lane to the Old Schools. To facilitate this move, several UAS Divisions currently assigned space at the Old Schools will relocate and consolidate their use of space within the Old Schools. Each move will require some refurbishment of space, and it will be necessary to introduce several additional toilets to meet the increase in use of the Old Schools. These will be located next to the level access entrance to the Old Schools via the Senate House lawn. The total estimated cost is approximately £2m.
The work is scheduled to be carried out in phases, commencing in early 2026 and concluding by July 2027. Planning permission and listed building consent from Cambridge City Council will be required.
The Living Wage Foundation has announced a change to the Real Living Wage (RLW) (outside London) rate, increasing it from £12.60 to £13.45 per hour. The University, as an accredited Real Living Wage employer, will implement the new rate for all eligible employees from 1 January 2026. To maintain alignment with the revised rate, from 1 January 2026, the lowest point in use within Grade 1 will remain as point 21, and the lowest point in use within Grades 2 and 3 will increase to point 25. Where required, a pay supplement will be paid to bring the hourly rate paid to employees up to £13.45. The Council is accordingly submitting a Grace (Grace 1, below) to the Regent House for the approval of the updated Notes to the University of Cambridge Single Salary Spine. The highlighting and reference to Note 10 at point 23 in Schedule I of the Ordinance to Stipends will be moved to point 25 to reflect the change.
The Old Schools site, including Senate House Yard and the Combination Room, will be closed on Friday, 16 January 2026, due to essential maintenance work being carried out in the building. It is expected that the Old Schools will be open as usual on Monday, 19 January 2026.
