The Vice-Chancellor invites members of the Regent House, University and College employees, registered students and others qualified under the regulations for Discussions (Statutes and Ordinances, p. 111) to attend a Discussion on Tuesday, 4 November 2025. Following a request from the Chair of the Board of Scrutiny, the Council has arranged for the Discussion to take place in person at 2 p.m. in the Senate-House rather than online as originally scheduled.
The following items will be discussed:
1.Joint Report of the Council and the General Board, dated 7 October 2025, on standing and ad hoc Boards of Electors (Reporter, 6798, 2025–26, p. 38).
2.Thirtieth Report of the Board of Scrutiny, dated 16 October 2025 (Reporter, 6800, 2025–26, p. 64).
3.Report of the Council, dated 20 October 2025, on the proposed disposal of land and buildings at 1–3 Hills Road (Reporter, 6800, 2025–26, p. 73).
Attendees should aim to be seated in the Senate‑House by 1.55 p.m. with the Discussion starting promptly at 2 p.m. Matriculated members of the University are requested to wear gowns; a small number of gowns are kept on site and may be borrowed on arrival.

The Vice-Chancellor gives notice that she has accepted with gratitude £104k from The Wallitt Foundation (£100k as endowment and £4k as income) to support widening participation activities in the Department of Psychiatry, with a preference for supporting the Cambridge Access to Mental Health and Psychology Summer CAMP (or a successor group that promotes postgraduate study by those from under-represented groups).
The Council is submitting a Grace (Grace 1, p. 87) for the approval of regulations to govern the endowment fund.
The Vice-Chancellor gives notice that The Very Reverend Professor David Fergusson, OBE, FRSE, FBA, Fellow‑Commoner of Magdalene College, Regius Professor of Divinity, Dean of HM Chapel Royal in Scotland, has been appointed as preacher at the annual Commemoration of John Mere, in St Benedict’s Church at 11.45 a.m. on Tuesday, 28 April, 2026.
The Vice-Chancellor gives notice that Professor Lyndal Roper, FRHistS, FBA, FAHA, Emeritus Regius Professor of History, University of Oxford, has been appointed to deliver the next Leslie Stephen Lecture. Professor Roper will lecture at 5.30 p.m. on Thursday, 29 October 2026 and further details regarding the lecture will be published nearer to that time.
On 22 October, the Vice-Chancellor hosted a launch event for the report People, place, partnership: Civic priorities for the University of Cambridge. This report marks a renewed civic approach, developed in response to the region’s growing innovation ecosystem and the recognition that its benefits are not equally felt across all communities. It builds on existing engagement activity across the collegiate University and aims to strengthen local relationships, align efforts, deepen partnerships, and embed inclusive, place-based collaboration.
The report is informed by a large-scale consultation involving residents, community organisations, businesses, local authorities, staff and students. It presents key insights and introduces a Civic Framework to guide future engagement by the University.

The Council has approved minor amendments to the University’s Incident Management and Business Continuity Policy. The changes are largely for clarification and to reflect the University’s updated Major Incident Plan and updated plan exercising requirements. Publication of the 2025 edition of the University’s Statutes and Ordinances is expected by early January 2026. Once available, a Notice confirming its publication on the S&O website (https://www.admin.cam.ac.uk/univ/so) and the arrangements for Departments and Colleges to order hardcopies will be published.
