The Vice-Chancellor invites members of the Regent House, University and College employees, registered students and others qualified under the regulations for Discussions (Statutes and Ordinances, p. 111) to attend a Discussion by videoconference on Tuesday, 17 March 2026 at 2 p.m. The following items will be discussed:
1.Report of the Council, dated 18 February 2026, on the demolition of the former Cavendish Laboratory buildings in Cambridge West (p. 348).
2.Report of the Council, dated 18 February 2026, on changes to Statutes J 4 and C XV (p. 349).
Those wishing to join the Discussion by videoconference should email Discussions@admin.cam.ac.uk providing their CRSid (if a member of the collegiate University), by 10 a.m. on the date of the Discussion to receive joining instructions. Alternatively contributors may email their remarks to Discussions@admin.cam.ac.uk, by no later than 10 a.m. on the day of the Discussion for reading out by the Proctors,1 or may ask someone else who is attending to read the remarks on their behalf.
In accordance with the regulations for Discussions, the Chair of the Board of Scrutiny or any ten members of the Regent House2 may request that the Council arrange for one or more of the items listed for discussion to be discussed in person (usually in the Senate-House). The Vice-Chancellor gives notice that the 2026 Rede Lecture will be given by Professor Lorraine Daston, FBA, DAR, Director Emerita at the Max Planck Institute for the History of Science, Berlin, and Visiting Professor in the Committee on Social Thought at the University of Chicago.
The lecture, entitled ‘Reason versus Rationality: A History’, will take place on Tuesday, 17 March 2026 at 5.30 p.m. in Fitzpatrick Hall at Queens’ College, followed by a drinks reception at 6.45 p.m. in the Conservatory at Queens’ College. All are welcome, and entry will be by ticket only. Tickets are free of charge and may be booked using the following link: https://RedeLecture2026.eventbrite.co.uk.
The Council has received the remarks made on the above Report at the Discussion on 20 January (Reporter, 2025–26: 6808, p. 175; 6813, p. 318).
The Council notes Professor Evans’ remarks, which raise wider questions about the role of the Commissary. However, they are not germane to this Report, which proposes a change to the University’s Statutes under which the Commissary may from time to time determine whether current legislation limits their remit, replacing an outdated reference.
The Council is submitting a Grace (Grace 1, p. 350) for the approval of the recommendations of this Report.
The Council and the General Board have approved a revised Procedure for the Investigation of an Allegation of Research Misconduct. The Procedure has been revised to ensure compliance with the 2025 revisions to the UK Concordat to Support Research Integrity and requirements applying to research funded by the United States Public Health Service. The Procedure has also been updated following lessons learned from investigations under the Procedure and to refer to the University’s Code of Practice on Freedom of Speech. The Procedure is available at: https://www.cam.ac.uk/research/integrity/research-misconduct.
The Council has received the following Grace, which has been initiated under Special Ordinance A (ii) 5 by 995 members of the Regent House. A list of the signatories is set out in Annex A.
The Council will consider the Grace at its meeting on 23 March 2026.
That the following new Regulation 5 be added after Regulations 1–4 of the Ordinance for the General Board (Statutes and Ordinances, 2024, p. 120):
5. In the case of a course or subject leading to the Bachelor of Arts degree, or to a Bachelor’s or a Master’s degree established by Special Ordinance:
(a) a decision to suspend the admission by Colleges of students to such a course or subject shall be taken by Grace after the publication of either a Notice or, if the Board is aware that the suspension is likely to prove controversial, a Report;
(b) a decision to terminate the admission by Colleges of students to such a course or subject, or otherwise discontinue such a course or subject, shall be taken by Grace after the publication of a Report.
The General Board is considering a recommendation of the Council of the School of the Biological Sciences (SBS) to terminate the Bachelor of Veterinary Medicine (Vet.M.B.) Degree. Indications are that if the General Board accepts this recommendation, it will suspend or terminate admissions to the Vet.M.B. without putting the matter to the Regent House. The General Board would achieve this by relying on Statute A V 1(d) which grants the General Board power to make regulations about any matters within its responsibility, such regulations not to be inconsistent with the provisions of any Statute, Ordinance or Order.
While there is no Statute or Ordinance concerning the suspension or termination of admissions to courses, removal of the Vet.M.B. (which is a Primary Degree listed in Special Ordinance B (i) 1) would require a Report and Grace, and potentially a vote of the Regent House. Presumably the General Board would propose this removal in seven or so years, once the current cohorts of Vet.M.B. students had graduated, by which time consulting the Regent House would be irrelevant.
The substantive decision is whether or not to suspend or terminate admissions to the Vet.M.B. Even though the recent Royal College of Veterinary Surgeons (RCVS) site visit demonstrated positive outcomes, such a voluntary decision by the University to restrict admissions would trigger terminal accreditation from the RCVS which, while allowing all remaining students to complete the programme and graduate as accredited veterinary surgeons, would lead to the permanent closure of the Vet.M.B.
The General Board’s apparent intention to sidestep consulting the Regent House on the substantive decision is contrary to the spirit, if not the letter, of the Board’s Statement of intention (reproduced in Statutes and Ordinances, 2024, p. 121):
In considering any proposal for enacting or amending an Ordinance in pursuance of its powers under Statute A V 1(d), the General Board will consult other University bodies as appropriate. If in the course of such consultation the Board becomes aware that the matter is likely to prove controversial, it will also consult the Regent House by initiating a Grace enabling the Regent House to express an opinion on the proposed change. The Board will give consideration to remarks made at any Discussion of such matters and to the outcome of any vote on them.
The future of the Vet.M.B. is evidently a highly controversial matter, e.g. at the Discussion on a Topic of concern on the Vet.M.B. over 350 people attended, and 54 spoke (of which only two speeches, both by members of the Council of the SBS, were in support of the recommendation of the SBS). The Regent House should have an opportunity to express an opinion, especially since discontinuation of admissions has consequential implications for the future viability of the Department of Clinical Veterinary Medicine and the staff employed in it, particularly those who teach the Vet.M.B. or work in the Queen’s Veterinary Hospital.
Moreover,
•the procedure being pursued wholly bypasses the Colleges, which have a statutory role in admission to a Tripos course, subject only to the Statutes and Ordinances;
•when in 2017 the General Board put forward the far less consequential decision of rescinding the Medical and Veterinary Sciences Tripos and of introducing two new Triposes (the Medical Sciences Tripos and the Veterinary Sciences Tripos), it did so by Grace not fiat (Reporter, 6450, 2016–17, p. 307).
Accordingly, this Grace is proposed to ensure that the General Board cannot sidestep the Regent House when proposing to suspend, terminate or otherwise discontinue a course.
If the General Board suspends or terminates admissions to the Vet.M.B. prior to this Grace being put to the Regent House, then the General Board’s decision could potentially be reversed by the Order of another 50-member Grace.
As allowed under Special Ordinance A (ii) 5, we request that the following Grace be submitted to the Regent House.

The Council has received the following Grace, which has been initiated under Special Ordinance A (ii) 5 by 492 members of the Regent House. A list of the signatories is set out in Annex A.
The Council will consider the Grace at its meeting on 23 March 2026.
That, with effect from 16 February 2026 and notwithstanding any regulation of the General Board made or to be made, admission of students to the Vet.M.B. course not be suspended or terminated otherwise than by Grace after the publication of a Report on the future of Veterinary Education and Research in the University, and that an Order be issued to this effect.
By mid-morning on Thursday, 12 February 2026, the Initiated Grace on suspension or termination of admissions to a course had attracted about 850 signatures, including two current Heads of House, nine former Heads of House, two well-respected former Pro-Vice-Chancellors, a Peer and a former MP.
Informal soundings have been made in the past week (as were also made before initiating the first Grace), but the option of the General Board deciding on 23 February 2026 to cease admissions to the Vet.M.B. remains on the table. Colleges have been informed that communications and meetings are being arranged for that afternoon to outline the Board’s decision.
There is therefore the possibility that the closure of the Vet.M.B. will be decided on 23 February and communicated to the Royal College of Veterinary Surgeons forthwith. If no offers for October 2026 were to be made, and the RCVS placed the Vet.M.B. in terminal accreditation, the General Board would have achieved a fait accompli.
The aim of this Grace is to indicate to both the RCVS and applicants for the Vet.M.B. course that the decision of the General Board might be subsequently overturned by a ballot of the Regent House. The General Board do not have the unfettered power to make the decision to suspend or terminate admissions because of the qualification in Statute A V 1(d) in respect to an Order. Needless to say, the General Board may dispute that interpretation, but there are appeal mechanisms within Statutes and Ordinances to resolve the issue.
As allowed under Special Ordinance A (ii) 5 we request that the following Grace be submitted to the Regent House.

A new Fire Safety Policy (which replaces the 2018 Policy) was approved by the Council on 2 February 2026. The new Policy, supported by a Fire Safety Code of Practice, sets out fire safety duties and responsibilities to keep people safe, and ensures that the University is compliant with government legislation.
