The Council submits the following Graces to the Regent House. These Graces, unless they are withdrawn or a ballot is requested in accordance with the regulations for Graces of the Regent House (Statutes and Ordinances, p. 111), will be deemed to have been approved at 4 p.m. on Friday, 27 February 2026. Further information on requests for a ballot or the amendment of Graces is available to members of the Regent House on the Regent House Petitions site.§
1. That the recommendation in paragraph 2 of the Report of the Council on the statutory exclusion of the Commissary’s jurisdiction in relation to staff disputes (Reporter, 6808, 2025–26, p. 175) be approved.1
2. That in Regulations 2 and 7 of the Ordinance for the Hartwell Fund for Islamic Studies (Statutes and Ordinances, 2024, p. 867), references to Hartwell plc and the Oakhill Group Ltd be replaced with references to the Jameel Education Foundation.2
3. That Dr Richard Anthony, JE, be appointed one of the Septemviri with immediate effect until 31 December 2027.
4. That Sir John Stuart Benger, Master of St Catharine’s College, be appointed one of the Septemviri with immediate effect until 31 December 2027.
5. That Professor Rosalind Polly Blakesley, Master of Pembroke College, be appointed one of the Septemviri with immediate effect until 31 December 2027.
6. That Professor Martin James Burton, Master of Sidney Sussex College, be appointed one of the Septemviri with immediate effect until 31 December 2027.
7. That Dr Thomas Keith Carne, K, be appointed one of the Septemviri with immediate effect until 31 December 2027.
8. That Professor Fiona Karet, DAR, be appointed one of the Septemviri with immediate effect until 31 December 2027.

2The Council, on the recommendation of the General Board, the Chair of the Faculty Board of Divinity and the Managers of the Fund and (in accordance with Regulation 7 of the Fund) at the request of the donor, Oakhill Group Ltd, is proposing this change to update references to the body which nominates two members of the Board of Managers and whose approval is required for changes to the regulations for the Fund by Grace, as the donor now wishes to entrust these responsibilities to the Jameel Education Foundation. The Jameel Education Foundation is a charitable organisation which aims to promote education and was founded by a director of the Oakhill Group.
