The Vice-Chancellor invites members of the Regent House, University and College employees, registered students and others qualified under the regulations for Discussions (Statutes and Ordinances, 2024, p. 111) to attend a Discussion by videoconference on Tuesday, 17 March 2026 at 2 p.m. The following items will be discussed:
1.Report of the Council, dated 18 February 2026, on the demolition of the former Cavendish Laboratory buildings in Cambridge West (Reporter, 6815, 2025–26, p. 348).
2.Report of the Council, dated 18 February 2026, on changes to Statutes J 4 and C XV (Reporter, 6815, 2025–26, p. 349).
Those wishing to join the Discussion by videoconference should email Discussions@admin.cam.ac.uk providing their CRSid (if a member of the collegiate University), by 10 a.m. on the date of the Discussion to receive joining instructions. Alternatively contributors may email their remarks to Discussions@admin.cam.ac.uk, by no later than 10 a.m. on the day of the Discussion for reading out by the Proctors,1 or may ask someone else who is attending to read the remarks on their behalf.
In accordance with the regulations for Discussions, the Chair of the Board of Scrutiny or any ten members of the Regent House2 may request that the Council arrange for one or more of the items listed for discussion to be discussed in person (usually in the Senate-House). Requests should be made to the Director of Governance and Compliance, on paper or by email to UniversityDraftsman@admin.cam.ac.uk from addresses within the cam.ac.uk domain, by no later than 9 a.m. on the day of the Discussion. Any changes to the Discussion schedule will be confirmed in the Reporter at the earliest opportunity.

The University Flag will also be flown on all Congregation days, including 16 March (Installation of the Chancellor), 24 June (Honorary Degrees) and 1 October (Election and admission of the Proctors and Address by the Vice-Chancellor).
Additionally, a Rainbow Flag was flown from dusk on 26 February until dusk on 27 February.
The Council has received the following report from the Colleges Fund Committee, which it now publishes to the University in accordance with Regulation 4 for the Fund (Statutes and Ordinances, 2024, p. 1087).
1. The amount available in the Fund for distribution in 2025–26 is £7.062m.

3. The allocation is calculated by taking account of the model of a ‘standard’ College with a basic requirement for endowment. The figures take account of the endowment requirements of the relevant applicant College as estimated by the Committee’s model having reference to numbers of undergraduate students, full-time equivalent postgraduate students, Fellows, and College Teaching Officers.
•The Committee updated the distribution mechanism to reflect better the situation of a ‘standard’ College in 2024.
•The Committee removed the cap on distributions which had applied until 2024.
•The Committee will keep the appropriateness of the removal of the capping mechanism under review.
4. The Colleges Fund Committee has not approved any exceptional grants in addition to the endowment-based grants listed above.
5. The Colleges Fund Committee has maintained the accelerated decision-making timetable this year to deliver outcomes earlier in the budgeting cycle of the Colleges.
The Council, on the advice of the Finance Committee, has declared that the University continues to remain outside the scope of public procurement legislation applicable in the UK, as it is less than 50% publicly funded. The calculation is carried out annually to ensure that it remains possible to make the declaration. The Council intends the University’s procurement procedures should continue to follow the good practice set out in the legislation, as well as that in the University’s Financial Regulations (Statutes and Ordinances, 2024, p. 1056); see also: https://www.finance.admin.cam.ac.uk/policy-and-procedures/financial-regulations.
The Council, on the advice of the Finance Committee, has agreed to update the Financial Regulations (Statutes and Ordinances, 2024, p. 1056) to refer to the Procurement Act 2023, which came into force on 24 February 2025. In Section M, the reference to ‘the EU Public Procurement Directives and implementing UK Regulations’ has been replaced with a reference to ‘the Procurement Act 2023’.
