The Council submits the following Grace to the Regent House. This Grace, unless it is withdrawn or a ballot is requested in accordance with the regulations for Graces of the Regent House (Statutes and Ordinances, p. 111), will be deemed to have been approved at 4 p.m. on Friday, 20 February 2026. Further information on requests for a ballot or the amendment of Graces is available to members of the Regent House on the Regent House Petitions site.§
1. That the recommendations in paragraph 7 of the Report of the Council, dated 17 December 2025, on changes to Statutes G II and G III concerning College contributions, the Colleges Fund and College accounts (Reporter, 6808, 2025–26, p. 169) be approved.1

The Council has sanctioned the submission of the following Graces to the Regent House at a Congregation to be held on 28 February 2026:
1. That the title of the degree of Doctor of Law honoris causa be conferred under Statute A II 14 upon The Right Honourable Sue, Baroness Carr of Walton-on-the-Hill, Honorary Fellow of Trinity College, Visitor of Darwin College, Lady Chief Justice of England and Wales, lawyer and judge.1
2. That the title of the degree of Doctor of Law honoris causa be conferred under Statute A II 14 upon Dr Angela Merkel, Former Federal Chancellor, Federal Republic of Germany, politician and leader.1
3. That the title of the degree of Doctor of Law honoris causa be conferred under Statute A II 14 upon Professor Philippe Sands, formerly Research Fellow of St Catharine’s College, sometime Visiting Fellow of Jesus College, member of Corpus Christi College, Professor of Law and Director of the Centre on International Courts and Tribunals, University College London, legal scholar, advocate and writer.1
4. That the title of the degree of Doctor of Medical Science honoris causa be conferred under Statute A II 14 upon Professor Yuk Ming Dennis Lo, Honorary Fellow of Emmanuel College, Vice-Chancellor and President, and also Li Ka Shing Professor of Medicine, The Chinese University of Hong Kong, clinician and molecular biologist.1
5. That the title of the degree of Doctor of Science honoris causa be conferred under Statute A II 14 upon Dr Fabiola Gianotti, formerly Director-General of CERN, particle physicist.1
6. That the title of the degree of Doctor of Letters honoris causa be conferred under Statute A II 14 upon Sir Richard Eyre, Honorary Fellow of Peterhouse, formerly Artistic Director of the Royal National Theatre, director in theatre, film, opera and television.1
7. That the title of the degree of Doctor of Letters honoris causa be conferred under Statute A II 14 upon Dame Rachel Whiteread, Honorary Fellow of Magdalene College, visual artist.1
8. That the title of the degree of Doctor of Music honoris causa be conferred under Statute A II 14 upon Sir George Benjamin, Honorary Fellow of King’s College, Henry Purcell Professor of Composition, King’s College London, composer and conductor.1
